I thought I'd mention two email list programs that I have used.  Kettle Moraine Lutheran HS currently uses LISTSERV Lite running on our own server to run two lists, one with 800+ subscribers and the other with 300+ subscribers.  We used to make use of MERCURY for several years, but found the features available in LISTSERV a better fit for our purposes.
 
LISTSERV comes in two potentially free versions that run on Windows or Linux.
- LISTSERV Free Edition (up to 10 lists with up to 500 subscribers each)

- LISTSERV Lite (a free license is available for non-commercial use - you have to call to request it)

MERCURY Mail Transport System
A full blown email server that runs on Windows or Novell Netware.  It includes an e-mail list management system.
