I have never used a web-based e-mail program, although they certainly look like something I would like to check out. At my job, I use "Mailloop" for sending mass e-mails. The message is composed using HTML (or text) and the list is taken from a spreadsheet. It is a little tricky to set up and get used to at first, but after learning the little idiosyncrasies I find it a good program. All of the e-mails need to be cleaned before loading them into the application (duplicates and "illegal" e-mail addresses removed). All of the bounce backs come to the identified sender. The mailing lists need to be manually updated -- or use an exclusion query in Access -- to remove names of people who no longer want to receive e-mails or expired addresses.
I have sent up to 14,000 e-mails for a mailing using this program (it takes about an hour on our network).
The disadvantages include: Maintaining lists can be time consuming, no auto-response, the application is very lightweight and gives room for user error.
The advantages include: Very lightweight application that can be used from any workstation, doesn't require a server installation, can use HTML for composing the message.
A similar program that I have used is "Atomic Mail Sender." (http://www.amailsender.com/) This one is less expensive and more user friendly; in all fairness though, we use Mailloop version 5 (they're up to 7 now) and we do not use all of the features available. http://www.marketingtips.com/mailloop/
